Crop Protection Products Market in Ukraine: Simplified Credit Access May Support Purchases

The Ukrainian crop protection market is entering a planning period for upcoming purchases amid liquidity shortages faced by some farms. For sellers and buyers of crop protection products, key issues remain not only the product price but also the availability of financing for seasonal needs.

Among new factors for farmers is the government’s decision to simplify access to credit under portfolio state guarantees. While this does not directly regulate pesticides or herbicides, it may influence farms’ ability to budget for crop protection.

What has changed in agricultural crediting

According to published data, until September 1, 2027, agricultural producers will be able to apply for loans under portfolio state guarantees even if they have had overdue debts of up to 60 days within the previous 120 days.

The main condition is that such debt must be repaid before obtaining a new loan. Previously, even a short overdue could block access to this financing instrument.

The changes apply to agricultural producers as well as certain processing enterprises — including dairy, flour milling, and bakery sectors.

Why this is particularly important for the crop protection market

Herbicide, fungicide, insecticide, and seed treatment purchases often require advance planning. If a farm has access to a credit line, it can pre-define its needs, negotiate with suppliers, and avoid peak procurement periods during field work.

For sellers on AgroPost, this signals the need to work more closely with clients who have postponed purchases due to cash flow gaps. However, a sharp increase in demand should not be automatically expected, as sources do not contain data on actual sales volumes of crop protection products following the change in credit conditions.

What crop protection buyers should pay attention to

  • Plan your needs by crops and growth phases. Separate herbicide, fungicide, and insecticide blocks to avoid mixing critical and secondary expenses.
  • Check remaining product stocks. Before new purchases, evaluate expiration dates, storage conditions, and actual needs for each active ingredient.
  • Clarify payment terms. If the farm considers credit financing, it is important to synchronize bank terms with supplier conditions.
  • Avoid buying solely based on the lowest price. For crop protection products, registration status, seller reputation, origin documents, and crop suitability are critical.

What sellers on AgroPost should consider

Crop protection suppliers should make their offers as clear as possible: specify crop, active substance, product form, packaging, availability of documents, and possible shipping conditions.

If a seller offers deferred payment or is willing to reserve batches for the season, this can be an advantage for farms seeking financing. However, such conditions should be described separately and without ambiguous wording.

For the crop protection market, financial accessibility is often just as important as physical availability of the product in stock.

What this means for the market. Simplified access to credit for farmers may support earlier planning of crop protection purchases, but the actual impact will depend on bank decisions, farmers’ solvency, and suppliers’ pricing policies. For AgroPost, this presents an opportunity to promote transparent crop protection product listings with clear sale conditions and verified product characteristics.
