For grain sellers planning shipments through the Port of Constanța, the key risk is not only route availability but also the consistency of railcar movements. According to reports, ongoing repairs on the Romanian railway temporarily restrict the capacity to increase Ukrainian freight shipments.
At the same time, after the completion of infrastructure projects, an enhancement of the route is anticipated. Operational planning should consider possible delays and the availability of rolling stock.
Repairs Affect Route Regularity
The Suceava — Dornești section is currently undergoing electrification. During these works, freight transfer occurs irregularly. Once completed, train weight norms and transit speeds toward Constanța are expected to improve.
Separately, the Medgidia station is being reconstructed. According to estimates provided in the report, upon completion, the station will be able to nearly 1.5 times increase cargo handling and the deployment of wagons to port terminals.
Wagon Availability Remains a Limitation
Even with infrastructure improvements, capacity alone does not guarantee the required volume of shipments. The report also highlights a shortage of rolling stock for the Ukrainian route: some wagons in Romania are engaged in local and European grain transportation.
"Ukrzaliznytsia" has approached the Romanian authorities to increase the number of wagons on routes from Ukraine to Constanța and to free up receiving and dispatching tracks in Suceava, where wagons have accumulated.
Personnel Factors in Transportation
A separate update concerns the simplification of obtaining driver’s licenses for categories BE, C1E, and CE: the requirement for a one-year experience after obtaining the basic category has been canceled. Retraining and practical exams remain mandatory, as do age and basic category requirements.
For the grain supply chain, this is an important personnel development: freight transport ensures the delivery of harvest to elevators, processing plants, ports, and border crossings. The simplified procedure is reportedly in effect during martial law and for six months after its termination or abolition.
Implications for the Market
Grain sellers, elevators, and carriers should allocate extra time for shipments via Romania and confirm wagon and vehicle availability in advance. The completion of works on the Suceava — Dornești section and Medgidia station could expand route capacity to Constanța, but the actual impact will also depend on rolling stock availability and cargo transfer organization.
