Ukrainian Agricultural Logistics: Delivery Basis, Export Prices, and Grain Storage

Ukrainian agricultural logistics is entering a period where the route and transportation cost are no longer the only critical parameters of the deal. For grain and oilseed exporters, the correct delivery basis, the ability to pass customs procedures, and the availability of storage space until shipment become more important.

The market is simultaneously influenced by several factors: some exporters report difficulties with contracts due to minimum export prices, while farmers in front-line regions have expressed a significant need for grain storage bags. This creates demand for more flexible logistics — from planning shipments to choosing warehouses, transport, and sales basis.

Minimum export prices influence deal structuring

According to industry media reports, the Ministry of Agrarian Policy and Food received complaints from exporters about situations where actual prices in foreign economic contracts were lower than the permitted minimum export prices. This poses risks of delays in customs clearance.

For September, a practical recommendation was issued to traders: consider changing the delivery basis under Incoterms where the minimum export price is closest to the actual contract price. In other words, the logistics basis becomes not only a delivery condition but also a tool for aligning contract prices with regulatory requirements.

It was also noted that promptly revising September figures is challenging due to the current procedure for setting minimum prices. For October, November, and December, the Ministry of Agrarian Policy and Food submitted a document for approval with a reduction coefficient of 0.714, which had already been applied in August. Final adoption of this approach awaits confirmation after a formal decision is made.

Implications for logistics decisions

For sellers of agricultural products, the delivery basis now needs to be verified before signing the contract, not after arranging transportation. If the contract price does not meet the established minimum parameters, the shipment may be delayed at the customs clearance stage, even if the vehicle, wagon, or warehouse is already booked.

For buyers, this means the need to more precisely specify who bears the costs for logistics, customs clearance, and risks associated with changes in the delivery basis. An additional area of concern is front-line regions. Farmers in nine front-line oblasts submitted 2,319 applications for 13,881 polymer storage bags for temporary grain storage. Each bag holds about 200 tons, so the total requested capacity is approximately 2.8 million tons of grains and oilseeds.

The distribution of bags is planned to begin after verification of applications. The program is implemented with the support of international organizations and donors. For farms with damaged or limited storage facilities, such solutions allow delaying the immediate export of the entire harvest, instead forming batches suitable for available transport and acceptable pricing conditions.

For the logistics market, this means that part of the transportation demand can be spread over time. At the same time, storing grain in bags does not replace logistics: farmers still need loading, access for machinery, coordination with elevators, processors, or export channels.

The market requires more precise descriptions of conditions: whether the goods are already customs cleared, the delivery basis, possibility of batch accumulation, exact location of the cargo, and whether short-term storage is available.

For grain and oilseed sellers, it is useful to prepare several scenarios in advance: immediate shipment, storage at warehouse or in bags, changing the delivery basis, selling on the domestic market, or exporting through accessible channels. For carriers, an advantage is not only the rate but also the ability to quickly confirm routes and documentation.

The key change of the season: logistics of agricultural products increasingly depends on documents, delivery basis, and storage, rather than just the availability of transport.

What this means for the market

Ukrainian agribusiness should plan sales and transportation as a unified process. Until rules regarding minimum export prices are stabilized and additional storage capacities are allocated, the most resilient deals will be those where the delivery basis, documents, route, and backup options are agreed upon in advance.
