On Ukraine's grain market, alongside traditional seasonal factors — such as harvests, batch quality, logistics, and exporter demand — the military risk is becoming increasingly significant. For farms in frontline regions, it directly affects the ability to harvest and export grain to elevators.

The government is developing a compensation mechanism for farmers whose crops have been destroyed or remain unharvested due to security concerns. According to announced parameters, assistance will target territories within a 50-kilometer zone from the front line or the state border with the aggressor country.

Compensation: what is already known to agricultural producers

According to Deputy Minister Taras Vysotskyi, the criteria for applying for compensation are still being refined. After collecting and verifying the information, funding is planned to be included in the State Budget for 2027.

The starting point for payments is expected in the first quarter of 2027. The program's logic is to enable farmers to receive funds before the spring sowing campaign.

Satellite imagery will be used to confirm losses, and where security allows, on-site inspections will be conducted. Until the final procedure is approved, farmers are advised to document the consequences of shelling and transmit information through regional military administrations.

Officially, about 3,000 hectares of agricultural land have been recorded as lost or unrecoverable due to hostilities. These data will form the basis for future compensation calculations.

During the harvest period, the load on elevator infrastructure traditionally increases, but for frontline regions, an additional concern is not only accepting grain but also ensuring safe transportation from the field.

Buyers should clarify the actual availability of the product, the condition of the batch after harvesting, the possibility of shipment, and delivery timelines. Sellers should not delay communication with the elevator if there is a risk of losing access to the field or route.

  • For farmers: document crop damages, keep photo, video, and related documents, and transmit information through regional military administrations.
